Human Resources, Mail & Pouch, and Reproduction
Human Resources was part of the Administration Division which also contained other, more ‘United Nations-generic’ sections such as Budget, Finance and Procurement. Human Resources played an important role in recruiting the staff needed for the many varied functions that made up the institution. The staffing situation was often strained due to outside circumstances, such funding and budget freezes. In hindsight it is remarkable how many staff members remained committed to the institution even though it offered exceptionally poor employment security with contracts often being much shorter than one year.
Mail & Pouch was in some ways the blood of the institution’s circulatory system. In addition to picking up and distributing internal mail, it handled the diplomatic pouch and official mail. It also patiently delivered the many private parcels that staff members ordered.
The Reproduction Unit printed the Tribunals official documents, from the Statute and the Rules of Procedure and Evidence, which were regularly updated, to all its judgements. As the length of the judgements increased it became necessary to split them into volumes because the printing equipment could not bind volumes larger than around 500 pages.
